Background

Recycling in the commonwealth started in 1988 with the Municipal Waste Planning, Recycling and Waste Reduction Act (also known as Act 101).  Among other things, the Act requires each county to develop a plan to manage its own waste and assure a minimum of ten years disposal capacity.  Each year the counties report municipal waste generation and recycling data to the Pennsylvania Department of Environmental Protection for use in compiling statewide analysis of recycling and its benefits. 

            In most counties, the position of ‘Recycling Coordinator’ was created to assist municipalities and their residents on fulfilling the requirements of Act 101.  In addition, the county recycling coordinator is responsible for promoting and coordinating other recycling activities within the county.

Recycling Coordinator

The Montgomery County Recycling Coordinator since 2009 is Chris Kaasmann.  Chris is a Certified Recycling Professional in Pennsylvania, member of the Professional Recyclers of Pennsylvania (P.R.O.P.), the North American Hazardous Materials Management Association (N.A.H.M.M.A) and the Solid Waste Association of North America (S.W.A.N.A.). 
            Chris oversees the day-to-day operations of the Montgomery County Recycling office.  He operates the county’s recycling hotline (610)278-3618, website and provides recycling assistance, information and education to all county municipalities, residents and businesses.  In addition, Chris oversees the county’s popular Household Hazardous Waste and Electronics collection program.
