MONTGOMERY COUNTY HOUSING SEEKS PROPOSALS
FOR FEDERAL HOUSING DOLLARS
 
NORRISTOWN — The Montgomery County Department of Housing and Community Development is accepting project funding proposals from the County's municipalities participating in the Community Development Block Grant Program (CDBG), the HOME Investment Partnership Program (HOME), American Dream Downpayment Initiative (ADDI) and the Emergency Shelter Grant Program (ESG).
 
Local nonprofit agencies, Community Housing Development Organizations (CHDO) and housing developers are also welcome to apply to these programs and the Montgomery County Affordable Housing Trust Fund (AHTF). 
 
The County is in the process of developing an Annual Action Plan for the 2007 Program Year, which will begin October 1, 2007.  The purpose of this Annual Action Plan is to implement programs that meet the goals and objectives outlined in the County’s Five Year Plan.  The primary goal is the development of viable urban communities by providing decent housing and a suitable living environment and expanding economic opportunities principally for low and moderate-income persons. The deadline for receipt of proposals from municipalities and non-profit organizations is Wednesday, April 17, 2007.
 

The FY'2007 CDBG Program entitlement may include but is not limited to the following activities:
1)   Acquisition of real property in whole or in part by the subrecipient for any public purpose, subject to program limitations.
2)   Public Facilities and Improvements including acquisition, construction, reconstruction, rehabilitation or installation of;
3)   Provision of Public Services
4)   Removal of Architectural Barriers (Handicapped Accessibility)
5)   Economic Development
 
The FY'2007 HOME Program entitlement will be used for the following:
1)   Maintaining and increasing rental assistance provided to renter households who are cost burdened;
2)   Increasing housing opportunities for first-time homebuyers;
3)   Facilitating rehabilitation of the existing housing stock for a variety of household types; 
4)   Supporting and encouraging the provision of housing assistance and support services to the homeless, those threatened with homelessness and non-homeless persons with special needs; and
5)   Facilitating new construction of affordable housing.
 
The FY 2007 ADDI will be used for down-payment and closing costs associated with a targeted first time homebuyers program.  This program is a collaborative effort made with the Montgomery County Housing Authority to manage participants who are becoming first time homeowners through the Housing Choice Voucher Program. 
 
The FY'2007 ESG Program Grant may be used for homelessness prevention and operation of facilities that serve the homeless. 
 
Citizens are encouraged to participate in the formulation of local
project proposals.  To become involved, citizens should contact their local municipal officials to discuss the proposed use of Federal funds in their community and watch for the announcement of the local meetings in their local newspapers.
 
To solicit input on the goals and priorities of the citizens of the County, the Department of Housing and Community Development will conduct public meetings in three locations within the County.  THE LOCATION, DATE, AND TIME OF THE COUNTIES PUBLIC MEETINGS ARE:
 
1.  Wednesday, February 28, 2007  6:00 p.m. at the Willow Grove Annex Eastern Courthouse Annex 102 York Rd -Third (3rd) floor conference room, Willow Grove, PA.
 
2.  Monday, March 5, 2007  6:00 p.m. at the Montgomery County Community College - West Campus 101 College Drive (Community Room) in Pottstown, PA.
 
3.  Thursday, March 8, 2007  6:00 p.m. at the Montgomery County Human Services Center 1430 DeKalb Street (Conference Room A/B) in Norristown, PA.
