PENNSYLVANIA DEPARTMENT OF AGING (PDA) WAIVER PROGRAM
FACT SHEET
The PDA Waiver is a program administered in Montgomery County by Aging and Adult Services.  This program provides extensive home and community based long-term care services to individuals as an alternative to nursing home placement.  It is referred to as a waiver program because services are funded through a special wavier of certain Medicaid restrictions, allowing payments typically used for nursing home care to be used for home care services.
 
Only older residents of Montgomery County who can be cared for safely in the community are eligible to participate in the program.
 
All of the following criteria must be fulfilled, in order to be Waiver Program eligible:
  • Be 60 years of age or older
  • Meet Medicaid financial requirements OR have an income of no more than 300% of the SSI level and no more than $8,000 in liquid assets
  • Require the level of care of a nursing home
  • Choose community-based services rather than a nursing home
Once you are assessed, by staff of Aging and Adult Services, and determined to be functionally eligible for the program, the County Assistance Office will be in contact with you.  You will be required to provide them with information regarding your income and assets.  Your financial eligibility will be determined by the County Assistance Office.
 
You will be able to receive a variety of services under the Waiver Program.  A care manager will authorize the services you require and you will then be able to choose which organization you want to provide the service.  You may select from a list of participating providers.  All providers are certified by the Pennsylvania Department of Public Welfare, to ensure that they meet Medicaid standards.
 
Some Available Wavier Program Services include:
  • Older Adult Daily Living/Adult Day Care
  • Personal Care
  • Home Support (including light and heavy housekeeping)
  • Respite Services (including R.N. services, Occupational Therapy, Physical Therapy, Speech Therapy)
  • Counseling Services
  • Emergency Response System
  • Medical Supplies and Equipment (including diapers, underpads, and shower chairs)
  • Institutional - Based Respite Care (which involves temporary care in a nursing home)
  • Environmental Modifications (including ramps, modified bathrooms, and stair glides)
  • Home Delivered Meals
  • Transportation
Your care manager will be in contact with you on an ongoing basis to ascertain that your needs are being adequately addressed in the program.  You will be reassessed annually in order to ensure continued functional and financial eligibility for the program.
